Hoarding and squalor in Victoria
The Victorian Department of Families, Fairness and Housing uses the term “environmental neglect” rather than squalor, to encourage more respectful responses. Its Make Safe guidance sets out a person-centred approach for councils, health services, housing providers, emergency services and private providers.
Local councils’ environmental health officers usually respond to public health concerns about a home. Working with them early, and keeping the person involved, tends to lead to better outcomes than enforcement.
